I'm not sure what you're expecting here. Windows 11 is basically just Windows 10 with some changes such as the taskbar being rewritten from scratch.
Also, there could be computers that will be stuck on 21h2 for up to 12 months or whatever winds up happening due to compatibility or issue blocks. You can manually upgrade to 22h2 at your own risk if its not being offered by Windows Update by doing an in-place upgrade. Better before that to make a backup image to an external drive though so you can return if a major problem happened from the upgrade.
