How to turn off test mode

I'm trying to turn off test mode on my windows 10 by using the bcdedit command but it keeps saying that bcdedit Is not recognized as an internal or external command, operable program or batch file

    Hi, I am Dave, I will help you with this.

    Did you start Command Prompt as Administrator?

    Click your Start Button, then just type cmd, on the resulting list, right click Command Prompt and select 'Run as Administrator'.

    Then that command should be recognized.

    I did run it as administrator, but it gave me a different response, "an error has occurred setting the element data. The value is protected by secure boot policy and cannot be modified or deleted"
