Using older versions of Outlook for Mac in business environments

Firstly, check if there is the same issue if you send emails from the outlook web app. If you also have this issue in the web side, check if you can see the Outbox folder and delete all emails in the Outbox folder on the web side.
If the web side is ok, open Outlook and try following steps:
- On the Outlook menu, select the Work Offline option to let Outlook works in offline mode.
- then delete or move all emails in the Outbox.
- after that, go to the Outlook menu, make sure that Work Offline is not checked, try sending a new email to see how it goes.
If the issue continues to occur, create a new test profile and add your account in the new profile to check this issue. For detailed steps, see:
