Yes that's how it should go and did until some weeks ago when it started to go to here https://www.microsoft.com/en-us/microsoft-365/outlook/email-and-calendar-software-microsoft-outlook?deeplink=%2fowa%2f&sdf=0 with Mozilla browsers (goes to outlook.live.com with MS Edge (not surprised)).
Should work same on all browsers but alas no.

What you have described is the redirect link which is the same one used whether you type in hotmail.com or outlook.com etc.
