Thanks for your solutions!  It is a pain-in-the-neck solution but us poor users have our hands tied.

For those who want to reproduce this ...

    1. Install Word 2013 v15.0.4517.1003
    2. File / new blank document
    3. drag any ol' png to the blank document
    4. select the image ... picture tools tab appears
    5. select picture tools / format
    6. Note: Ribbon sections are adjust / shadow effects / border / arrange / size.
    7. copy and paste the image into the same document
    8. select the new image
    9. select picture tools / format
    10. Note: Ribbon sections are adjust / picture styles / arrange / size.
    11. just for grins ... select the original d-n-d image
    12. select picture tools / format
    13. Note: Ribbon sections are adjust / shadow effects / border / arrange / size.

I found PowerPoint and Word work differently here.  Drag-n-drop of the png has picture styles w/o cut and paste.

Maybe the two teams could collaborate a bit ... ?

If you click on File>Options>Customize Ribbong and then under the Customize the Ribbon section on the right had side, you select Tool Tabs and then you expand the Picture Tools>Format item, is there a Picture Styles item?  If not, use the Reset facility at the bottom of the dialog.  Note, if the document is in compatibility mode, there is a separate Picture Tools (Compatibility Mode) tab that does not contain a Picture Styles item under its Format section.

This is only an issue with the default Paste command. If you use Edit>Paste Special, you can choose whether the image is inserted as an Object, a WMF, or as a Bitmap. The 2 latter choices will result in Word recognizing it as a picture. If you do this a lot, you can write a one-line macro and assign a keyboard shortcut to it, we'll be glad to help if you need it.

If you save the MS Paint image as a file, then use Insert>Picture into a table, Word recognizes it as a picture.

As Doug says, you have to click on the picture to see the toolbar. That is one of the "Conditional" (toolbars) tabs that are only displayed when the related feature has focus (it has the cursor in it). The idea is to "simplify" the ribbon.  There are 9 "basic" tabs, and there are at least 13 conditional tabs, plus addin tabs.

You have to have the picture selected for the Picture Tools Format tab of the ribbon to appear.
