I am logged in. I have written my question. I have supplied all fields (title, content, tags). Cannot submit. I get a message that a thread has not finished loading. Tried 5 times. no luck.
It depends on the kind of question you are trying to ask and how you ask your question matters.

So by doing that, you'd come to the knowledge of asking appropriate questions and you might be lucky your question gets accepted...
There is a timer for the webpage.
Unfortunately nobody knows until they learn by trial and error.
Before posting a question or answer or comment you must use ctrl + x to remove the post.
Then refresh the webpage.
This method beats the timer.
Then paste the question, answer, or comment so that you don't receive the message.
It's extra work and it's annoying.
So far nobody has commented that they intend to fix the website posting problems with the website timer.

This is another feedback that was reported on Feb 28.
To date there has been no reply that there would be a fix.
