KB3172605 not applicable

Win 7 64bit SP1.  When I try to install KB3172605 to fix Update I get this

This update is not applicable to your computer. Can somebody help with this

    Disconnect from the internet is the easiest way to manually install an update.

    That essentially means download the update to your downloads folder and run it from there after disconnecting from th internet.

    Make sure this one is installed

    1. manually install KB3020369

    32 bit

    https://www.microsoft.com/en-us/download/details.aspx?id=46827

    64 bit

    https://www.microsoft.com/en-us/download/details.aspx?id=46817

    Ok.  KB3020369 wasn't installed. It was hidden.  I restored it and then  I checked for Updates.

    Nothing came up. I then used your link and installed it.

    Went back to KB3172605 and that installed.
