Managing profiles and sync in Microsoft Edge on Windows 10

Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
I am using Edge browser on Windows 11 desktop, Android phone, and Android tablet. I have had sync enabled to sync favorites, passwords, collections, etc between devices. In an effort to clean up my favorites, I moved some favorites into folders and deleted other favorites. After initially syncing the favorites between devices, the deleted favorites and the favorites moved to a new folder keep returning to all devices in their initial locations. I've tried to isolate if a certain device is causing the issue by turning off sync on devices and it doesn't seem tied to a specific device so the deleted favorites must be out in the cloud somewhere that causes the deleted favorites to keep coming back.
I am looking for suggestions to permanently delete the favorites I no longer want in on my devices. Is there a location online that is storing this information where I can fix this?
Please help so I can clean up favorites sync.
Thanks

In no way does this help. I also have the same problem.
That is an AWFUL lot of work to try and fix something that MS should have foreseen and fixed before it even made it to end users. I find it absurd that when I delete any bookmark on any of my synced devices that it doesn't automatically delete it from the cloud and then trickle down to my devices. If I don't want that particular link on one device, chances are I don't want it anywhere including the cloud.
I had tried all these steps numerous time and none of them worked, deleted favorites always returned.
About a week ago, I found out that the Android Bing app also synced favorites. I turned off sync in the Bing app and have not had an issue with favorites in Edge since.
So you can mark this as solved.
I recommend Microsoft investigate a fix for this bug in the Bing app.
Thanks
In response to Doug's post, I shut off sync in my Android Bing app and that solved the problem for me too.
UPDATE Apr 26/23
The problem has recurred despite shutting off sync in the Bing app. Everything was going fine until I added a shortcut in the Android Edge app. All the duplicates showed up again. Perhaps the issue is with Android Edge rather than Bing.
In any case, Microsoft has a bug and it's taking a while for them to address it. Like MichaelKanda, I am considering ditching Edge for something else.
This problem has been driving me crazy for months.
And it appears to me that Doug has hit upon the problem/solution.
I'm heavy into using Microsoft apps both on my PC and Android phone.
So I've got Edge, Outlook, Authenticator, Start, Bing and others all syncing data back and forth.
But for the last few months, whenever I would delete an Edge favorite, it would reappear almost immediately.
I tried, deleting from the PC, the phone, turning sync on and off and it all made no difference. Favorites deleted would reappear almost immediately.
But based upon Doug's reply, I turned off the sync for both the Start and Bing Android apps and the syncing of favorites now works perfectly. Deleted Edge favorites are gone, whether I do this from either my PC or Android phone. So it would appear to me the problem lies with the the Start and Bing Android apps, which surprises me since I don't use either for browsing.
So thank you Doug for pointing me in the proper direction.
I've been happy with Firefox in the past and am considering going back to it.
