I recently faced this issue with my computer, but it was accompanied by other issues as well. The volume buttons on my computer are not working at all, and neither is the one within the computer. If I press the mute button it still maintains the same volume, however when accessing sites that have their own volume control such as Youtube, I can mute and *lower* the volume from there, yet not from the main computer volume controls. I have tried restarting and there are no updates available to my computer, so I am at a loss as to what to do other than to continue trying to restart the computer. I have confirmed that there are no updates available, and will attach a screenshot proving such.

I just tried this and it didn't work. I am still unable to adjust the sound volume at all. My computer is still set to the default devices it started with, so I changed it to a different one and then changed it back and it still has the same issue. If I try to adjust the volume within the settings as well, nothing happens.
I did all of this and no success. When I turn the volume up from, say 0, it's blaring loud. If I turn it up from there it's the same volume - just super loud. I can turn the volume to zero and it will mute the sound, but volume "1" is the same as volume "100". This is the same as the test environment in the control panel, and the same if I watch a video, or if I'm on a conference call (which is a truly harrowing experience). This came completely out of the blue like the system just decided today is the day it's not going to work. I've restarted several times and the system says no updates are required. Any ideas?

Have you checked if the default audio is correct? Are you using any external sound card/DAC?
Press Windows + I to open Settings and go to System > Sound.
Under the Output section, use the dropdown menu next to Choose where to play sound to select your preferred audio device.
Scroll down and click More sound settings to open the classic Sound Control Panel.
In the Playback tab of the Sound Control Panel, locate your preferred audio device, right-click it, and select Set as Default Device.
Test the device by clicking Test in the Sound Control Panel to ensure it’s functioning correctly.
