Creating an automated work calendar with updates

Question

Where I work, we currently have to submit yearly calendars with work & non-work days identified. This is done using a word doc and either printing and physically highlighting or using the highlight tool in word and then manually counting the work days (to ensure they match the contracted days for each employee). Throughout the year as people want to change their calendar days, they submit a request and someone goes in and manually checks their original calendar, switches the days, then recounts to make sure the number of work days still matches. I keep thinking there has to be a way that this could be automated. I've played around a little bit with doing this in excel and while it would be better, it isn't fully automated. Any ideas on if this could be done in excel where you have a calendar that people could click to highlight days, and then it keeps a record of changes you make as you go along? I don't know enough about excel coding and other more advanced features to know if this is possible.

*I'm assuming excel is not the ideal tool, but there is no budget to purchase something that does this. Maybe there is another app within Office 365 that is better suited?*
