Deliver plan security settings are not working properly

After creating a delivery plan, even after setting and disabling security and other permissions, the ticket can still be edited by those who explicitly have View permission only.
In one project you can move tickets, in another you can only increase the size of the ticket, in another you can move the ticket anywhere.
Why is this ? What do I need to set at organization permission level and what do I need to set at project permission level to give only view and comment permission to participants ?
