It is seriously frustrating. The store requires you to sign in with Microsoft account to upgrade, but it will not allow work or school account. Similarly the MS online store also requires such account.

Is there a simple way for IT admins to upgrade or pay for a key. I want to do this legally, but because it's so frustrating user experience I am seriously considering ebay and such options.

You can alternatively upgrade via changing product key.

Have you already tried that option?
