Delta query behavior on drives with removing user permissions

We noticed that when we removed permissions for a user on a folder with children that had both inherited permissions and unique permissions, that user was removed for all children regardless of their inheritance bit.

However, when we issued a delta query to surface this change, the delta query only returned that folder (and the root drive) in the response. None of the children showed up, even if the child had unique permissions and had the user permission removed. Is this expected? We would have assumed that the children with unique permissions would show up in the delta query response, which was the case when we added a user.
