Office 365 E1 subscription + Azure Subscription

Hi Support,

We are planning to do some POC which actually required Office 365 E1 (This is sufficient as required SharePoint. Teams, Yammer etc) and Azure Subscription(We need to use Azure Paas, IaaS etc) for programming. In addition to that, We need Azure DevOps Subscription (Basic for 4 users + Basic + Test Plan for 1 user). I have below queries, could someone help me with proper guidence and answer?

  1. Do we need to purchase 3 separate subscription for Office 365 E1, Azure Subscription and Azure DevOps?. If so, how can be associate with 3 subscription for the same user base (Azure AD)?
  2. Azure DevOps service license plans . We could see Azure DevOps license plan per user basis. If we would like to go certain number of users (e.g. 5) for Azure DevOps basic plan and for certain number of users (e.g: 1 or 2) Azure DevOps Basic + Test Plan , can we purchase accordingly?
