Double OTP codes send to email from Edge ONLY

When users receive an encrypted email from our Office 365 accounts they click the Send OTP option in edge and receive 2 emails. 1 of the codes works and the other does not.
I have confirmed this issue on domain and non-domain PCs. It only happens in Edge. If I use chrome on the same computer (domain or non-domain) we get a single OTP code that works correctly. It seems in the forums that many people are having the same issue.
Clearing browser history has no effect on the issue.
This clearly seems like an Edge bug but I can't find any solution that works.
