Updated KB4497934 deleted productkeyId in registry? why?

HI all,
I read information about release updated KB4497934 that microsoft don't say about activation.
but, I updated KB4497934 for windows 10 LTSC 2019 that windows read value from DifitalProductID and hiden Productkey or what do it do? I capture this image with sysprep mode OOBE and deploy an another PC without connect internet.
then I connect internet and windows actived FAIL. lost productKey on activation screen after run this updated.
who can know about this? please help me determind to prevent this. 
what process of microsoft do this?

    Defer Updates using Group Policy, this is my idea.

    You could tell manager that this kb4497934 influence device’s activation so we need to wait for a new kb to replace it, now just delay this kb installation but in future device still can get the latest build.

    Then use GPO to delay update for one month, once new update release, install the latest update and cancel this GPO

    Computer Configuration > Policies > Administrative Templates > Windows Components > Windows Update > Defer Windows Updates

    Select when Quality Updates are received.
