In powerAutomate "Due to organization policies, you can't download these resources from this device"

Question

The flow is an simple flow. It has an manual trigger and the action is "get file content using path". We are getting this error in that "get file content using path". This error is occurring only for one user and it works fine for others. we all have same license "power Automate free license". Not sure why this error occurs
