UAC app blocked for your protection, don't have gpedit.msc

I'm using Windows 11 Home Edition and I've recently got the below shown popup message when trying to launch my backup program. This is a program I've been using since 2004 (EaseUs ToDo Backup version 4.0). There's nothing wrong with the program, the problem is with Windows. I want to unblock the application but I'm not allowed to as gpedit.msc is not available. I've checked Defender and it hasn't been the one complaining about it.

How can I rectify this without fully disabling UAC? If I'm even allowed to do that in W11 HE.
