Spotlighted meeting hosts appear as avatars in recorded meeting

Question

I recently recorded a staff forum in which the CEO and director were spotlighted so that the staff could see the director asking questions and the CEO responding. However when the recording came back it was as though both had their cameras off - only their avatars showed. How can I avoid this happening again in the future?
