Open file Explorer, go to directory \Windows\system32
Locate cmd32.exe, right click and choose to run as administrator .
See if that allows you run the commands you are havingn issues with .

Issue description - On my Windows 11 Azure AD Joined laptop if I open CMD as administrator and try SFC, dism or chkdsk. It throws an error that I need to log in as administrator. If I switch user and login to local admin, CMD output remains the same.
For SFC -> You must be an administrator running a console session in order to
use the sfc utility.
For DISM - Error: 740
Elevated permissions are required to run DISM.
Use an elevated command prompt to complete these tasks.
For chkdsk- Access Denied as you do not have sufficient privileges or
the disk may be locked by another process.
You have to invoke this utility running in elevated mode
and make sure the disk is unlocked.
