Automated Messaging During MSFT Service Interruption

Scenario:
MSFT experiences an outage for D365, what mechanisms are in place that would prompt the end-user that there is a service outage?
Currently there were no prompts to the end-user when experiencing a outage which created a negative experience.

    Hello Adnan,

    End Users do not get notified automatically. Administrators can setup email notification to an org-wide DL if preferred from M365 Admin Center > Health > Service health > Preferences > Email.
