Cannot move Taskbar to top after Windows 22H2 Update

I just updated to Windows 11 version 22H2. It does not allow the registry HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3​ value change to '01.' After restarting Windows Explorer the registry value keeps returning to '03' and the Taskbar remains on the bottom.

I've had my Taskbar on top for the last several Windows versions, and the registry value change worked up to this last Windows update.
Any way to force the registry change?

Using registry to do it was unsupported scenario and generally you won't be able to move taskbar.

    Hi,

    Microsoft restricted this feature by allowing user to keep the taskbar only in the bottom of the screen.

    You can see and read the following article from Microsoft,

    When upgrading to Windows 11 from Windows 10 or when installing an update to Windows 11, some features may be deprecated or removed.

    Taskbar is changed including: Alignment to the bottom of the screen is the only location allowed.

    I Cannot move W11 Taskbar on top or right side ! For God sake I did pay for this software ! and Microsoft deny my customer rights.
