Group policy software deployment failing

We are trying to deploy a application through software installation from our 2019 server. The software is setup under Computer Configuration and has been assigned. We have linked and enforced the GPO to the needed OU's for our computers on network.
When we try to run Group policy update through the OU only 1/10th of the computers succeed the rest fail. The errors we get range from the "8007071a Remote Procedure call was cancelled" to "The RPC server is unavailable". All computers are using the same firewall rules and services. We have checked and made sure the RPC services listed in https://social.technet.microsoft.com/Forums/en-US/6fbf3994-1241-4657-8a4b-f504227c59fa/group-policy-error-quotthe-rpc-server-is-unavailablequot?forum=winserverGP and port 135 is allowed in the firewall rules. But continue to get these errors. Using Gpresult it shows the software install as pending on the local computers even when failed. We restart the local computers and nothing appears.
