You should be able to install the DHCP server role by following the guide linked below:

Like Nabil Nabil, I have had no problems installing DHCP Server.
The service is up and running but it is impossible to configure (no entry icon).

Hi Clive Poyner-Hayes Your Dhcp server role is installed on DC ? From my issue , We had a problem with replication between domain controler , The issue was solved after that We have created another server dhcp without DC ,
