MEMCM User targeted App deployments not visable in software center when in "Always Internet" mode.

We are having an issue where USER targeted deployments in MEMCM only show up for users on our internal network. Device targeted deployments work fine.

We have a CMG and everything works great when its a device targeted deployment.

When i connect a laptop to our internal network the apps show up in software center, but when i connect to a public network then user deployments disappear from software center (when the SCCM client is in "Always Internet" Mode.)

I have tried enabling the client setting "Enable User Policy Requests From Internet Clients" in the SCCM client settings and really thought that would fix the issue, but it didn't. But i really don't know how to confirm that setting change ever got updated on the workstations (i can't find the reg key for that setting).
