Is there a limit to the number of URLs you can add to a Bing Custom Search API?

I know the documentation says "For each custom search instance, the maximum number of ranking adjustments that you may make to Active and Blocked slices is limited to 400." But I don't think that necessarily answers my question, if I don't care about ranking adjustments, can I add more than 400 websites? Or is 400 the limit

    You can leverage the bing API's headers to pass the users location or client IP to return relevant information. Please check this page for additional details.

    X-MSEdge-ClientIP: The IPv4 or IPv6 address of the client device. The IP address is used to discover the user's location. Bing uses the location information to determine safe search behavior. You are encouraged to always specify this header and the X-Search-Location header.

    X-Search-Location: A semicolon-delimited list of key/value pairs that describe the client's geographical location. Bing uses the location information to determine safe search behavior and to return relevant local content. Specify the key/value pair as <key>:<value>.
