Is there a way to disable the "review message" option for quarantine end user notification?
I have attached my current configuration.

I noticed your previous case, is it still the same issue? Does the user still have the ability to preview messages when configured as in the previous case?
As your setting above, it is blocking the sender, it has nothing to do with the recipient preview, and it can not achieve the effect you want.
It is not possible to remove or gray out the "review message", what kind of effect do you want to achieve, end users can receive notification of the quarantine message but cannot view the content of the quarantine message?

Yes, it is the same issue.
The end goal of the configuration is for end user to only have selected options available to them.
The unselected options should not be available to the end user.
However, the review message option is available, thus grants user to their entire quarantine portal (M365), which for us we don't want that.
