can not create a azure resource

Hi
i have an azure subscription that was created when we signed up for office 365,
linked to this we have a pay-as-you-go subscription and an MS Partner program which gives use credits to use in azure.

when I go to create a resource like an azure database or a service bus I get the following message
Welcome to Azure!
Don't have a subscription? Check out the following options.

I am an owner and Global admin so i can see why I can't create the resource.
can anyone help with this?
