AD Domain Cleanup

Question

I am trying to figure out the best approach to clean up an AD domain where I have an orphan Windows 2003 domain controller that was decommited but was not done properly and still shows up in AD as a DC. I have a Windows 2012 R2 as a DC as well but need to raise the domain level and I cant do it as it thinks there is still a Windows 2003 DC.
