Windows 10 21H2 and Windows 11 21H1 and 22H2 run as only works good at fresh restart PC

Hello,

Windows 10 and Windows 11 run as Administrator only works good at fresh restart of our PC's.

In our company all administrative actions need the run as Administrator to make it work.

We have big issues when this behaviour starts happening.

When a PC is freshly restarted, all works fine, but after some small amount of time (can be 30 minutes, less or more) the run as Admin functionality starts slowing down.

By slowing down I mean is takes several minutes before it runs the program/functionality/change. (After filling in the Administrator credentials)

Eventually it times out instead of working. Logging off and on again makes this work again. We have the same behaviour after this point.

This behaviour there since an update. I think it started at some big update. I think it was version 20H2 and higher. (Possibly when the SmartScreen functionality changed to Microsoft Windows Defender)

All our PC's run now on the 21H2, and most are fully updated.

All computers are domain joined; we have Windows Server 2k16 LTS as domain servers.

I am out of options. Does somebody have any clue?

    Use Windows Performance Monitor to track the issue.
