windows permissions needed to query user and group data for windows servers

I am in an audit role and need to run a powershell script to extract user and group data from a set of Windows Servers. However, I am getting access denied. Additionally I do not have the rights to even browse the user and group data from the Computer Management console. Our help desk is useless. I have had a ticket open to address the permissions issue for two weeks. Does anyone know what permissions I would need in order to query Windows Servers to extract local user and group data? Does that require admin rights? I wouldn't think it would require admin rights on the server.
