How can you create logical model in purview to hold Critical data elements of specific data domain?

I have identified 10 CDE(Critical data elements) for a specific data domain and would like to govern these 10 CDEs using a logical layer which can connect to physical layer.

Do we have this concept in Purview where we can logically group data elements of a Specific data domain and then govern them ? If so please elaborate.

For example:

Say : I have 10 Data columns of a critical report which is owned by specific BU . I would like to create a logical layer having the Business terms taken from the Business glossary of the BU then I would connect this to downstream system or upstream systems where dataflows ( Eg: Data flow from supplier( Azure SQL or Oracle db) to Data Consumer(PowerBI).

Here is my solution on high level:

In a decentralized governance model in my office I would like to give the data ownership to the Business unit which is owner of the data . Hence I have planned for a creation of logical layer which will group all CDEs and map these logical layer to physical layer . I will also focus on improving the Data quality of these CDEs at the source by having Data Quality project running which profiles ,cleanses and applies necessary business rules to overcome any deficiencies in data .At the end I will measure the metrics by using data quality dimensions such as completeness, uniquenes of the column in a centralized dashboard.
