Why am I getting ImportError: cannot import name 'get_cloud' from 'azureml._vendor.azure_cli_core.cloud' when trying to access data stored in Azure blob storage (default)

Whenever I try to access my dataset from notebook I receive the following error: ImportError: cannot import name 'get_cloud' from 'azureml._vendor.azure_cli_core.cloud'. I was able to access my data in the past, but some reason I am not able to access it after I recieved a notification that my dataset has been moved to the Data. I appreciate your help, comments, and suggestions.

This was an azure notification to let me know that the dataset on the storage blob is now available now under the Data. I uploaded the dataset to notebook file space, and I was able to access it. But when I try to access it from the Blob, that is when I receive the reported error, BrokenPipeError: [Errno 32] Broken pipe, or continue to run for a long time. I use the following code to access the dataset.

from azureml.core import Workspace, Dataset

subscription_id = 'sub_id'
resource_group = 'rsc_gp'
workspace_name = 'ws'

workspace = Workspace(subscription_id, resource_group, workspace_name)

dataset = Dataset.get_by_name(workspace, name='data_table')
data_table = dataset.to_pandas_dataframe()
