How to get past MS Authenticator loop?

Question

Trying to access my account security & privacy. It tries to authenticate on MS Authenticator App. However, the account is not on Authenticator nor will it let me add the new account in authenticator. On the web site my only option is to Open MS Authenticator to approve (which does nothing) or to enter a code from the Authenticator App (which does nothing). Does anyone know a way around this endless loop to nowhere? Thanks
