Error 0x0000011b on windows 7/Server 2008R2

When I try to add a printer to a Windows 7 workstation or a server 2008 r2 from my Windows 2019 printer server im getting an Error 0x0000011b,
but when I add a printer using windows 10/11 or 2016/2019 server it works great.

I already added the RpcAuthnLevelPrivacyEnabled reg key,

    You restarted the print spooler on the print server where you have disabled RPC authentication, correct?

    This setting works for me.

    It's a dword 0.

    If you only have a few Win 7 systems, you can just bail on the spooler to spooler connection and set up LPD server role on the print server and set up local printers that connect to the LPD service.

    The local printers will use a Standard TCP/IP port in LPR mode.

    This works best when the share names do not have spaces.

    It's a working solution for 21 years. Windows XP
