Visio: Why do callouts dart around on the drawing all by themselves?

I have had problems recently with callouts moving themselves around on a drawing. Specifically I have had all the callouts on a drawing page relocate themselves at the bottom of the drawing when I open the drawing. I have checked in with Office support and they basically told me they are not willing to assist in finding an answer and set me to this forum. This is a very time consuming and annoying problem that requires professional attention. So I'm here at the request of Microsoft personnel asking for help in resolving this issue.

Picture 1 shows the drawing with the Crown Sub Amp callout in the original position. If I have the snap or glue checked on and attempt to reposition the call-out, as soon as I attempt to move it it will automatically go to the position shown in picture 2, arrow is pointing to the new position. I can't move it back without it going back to the same [position or darting around to some other position on the drawing. If the snap and glue are unchecked I can move the call-out normally. Recently I have had all of the call-outs on this page move to the bottom of the drawing stacked one on top of the others when I first open the drawing. I have to manually reposition each of them one at a time to get them back where they belong. Need I say that this is an unacceptable behavior on both counts?
