No hosted parallelism

I have two organizations both with Azure pipelines. Pipelines for one of the organizations run without issues. pipelines for the other organization get the error "Azure pipeline No hosted parallelism has been purchased or granted." Their billings configurations are the same. I cannot see the difference in their setups.
