Overide android app installation requirements

I have an APK that will not install on Android devices that are WLAN only (no GPS) presumable due to the APK manifest having !android.hardware.location.network and android.hardware.location.gps. How can I override this vis Intune so the app will install on devices without GPS?

For this change APK file issue, it is not intune scope. It is suggested to contact this app's developer to get more accurate help.
