Can't encrypt a drive with bitlocker

I have a Windows Server 2019 application server running as a VM on a physical Hyper V Dell server. The VM has two partitions. An OS and a data. I added Bitlocker in the app server via server manager roles and features. I enabled TPM on the VM at the HyperV level. I rebooted and it shows bitlocker options in control panel. It only shows the OS drive as available. WHen i turn on bitlocker for it I get a message stating that this drive cannot be encrypted. get - tpm shows that tpm is present and enabled. When I get -bitlockervolume it says that it does not have an associated bitlocker volume. What am I missing?

    What is the error code for Bitlocker unable to encrypt the drive?

    When you enable encryption, you must specify a volume, either by its drive letter or by its BitLocker volume object. You must also establish a key protector. BitLocker uses a key protector to encrypt the volume encryption key. When a user accesses a BitLocker encrypted drive, such as when starting a computer, BitLocker requests the relevant key protector.For example, the user can enter a PIN or provide a USB drive that contains a key. BitLocker decrypts the encryption key and uses it to read data from the drive.

    Thank you. The error is simply "this drive cannot be encrypted". Also, only the OS drive appears when I am in manage bitlocker.
