feedback on selection process

Requirement
when HR presses the selection process concluded button it should send notification to sharepoint members groups ,sharepoint read groups to fill the form and lets say i developed powerapps forms with some survey kind of questions and once after sharepoint members access groups and sharepoint read access groups submit this form this should not be available 5 days after the moment HR presses the selection process concluded surver form will be closed and respective sharepoint group accesswill not be able to fill it anymore

Issue or roadblock is how to determine that 5 days after the moment HR presses the selection process concluded button,surver form is closed and respective sharepoint access groups that is sharepoint Members groups and sharepoint read access group will not be able to fill it anymore.also how to send notifcation to one or more sharepoint groups if we are using powerapps form.overall survey is open for next 5 days from the moment HR presses Selection process concuded button and how to check the logic on what field value in this context.

Unfortunately i created few days back in powerapps thread but no luck.
