can"t create vm

When I setup a virtual system and select the operating system it gives me this message "The selected image is not valid for the specified location. Select a different location."
However, I change the region in which the servers are located, it gives me the same message even with changing the operating system format, whether Windows or Linux

    Hi,

    "The selected image is not valid for the specified location. Select a different location."

    I assume that you are using a free subscription of one type or another.

    Your subscription is not necessarily have the permission to use this image or the combination of Specific service/image/size/regions

    It can be related to quota or simply other limitations of the subscription.
