Hybrid active directory user migration issue!

I want information regarding the concern. Do we have to start migrate process on office 365 on-premises user withouth mailbox? What is the process i have to follow hybrid on active directory user to migrate office365?

    what is your current setup, do you have an on-premises Exchange Server or a different mail provider?

    I have on premises exchange server. But we have already migrated al mailboxes to o365 but we need to create new user on on on premises and need to migrate on o365. That user doesn’t have on premises mailboxes. What is the best practice to migrate the user?
