Half of Memory reserved for hardware windows 10

Here are the specs for my system.

I recently upgraded from 16 gb o 32 gb of RAM in my system. As you can see 16.1 gb is reserved for hardware. I have tested both sticks (I only have 2 slots). I have changed every Windows setting that the internet has told me to do (msconfig, VM, no Paging file). I even removed the BIOS battery and reinstalled the memory, which then allowed me to use all of the memory just once. The next time i rebooted, I had the same issue. I also updated to the latest BIOS I could find. I need some more alternatives.
