You can create Service Health alerts in Azure, and target the notification to a specific Action Group, that is a group of users. You can use that to select who should be notified.
To do that go to Azure Portal, search for Service Health, and go to Health Alerts. There you can select the list of Services, Specific regions, and event types. You can then select existing or create a new Action Group.
Unfortunately, the event types are not granular enough to achieve what you are asking - notifications of service degradation to one email and resolution to another email. You can create multiple Service Health alerts and select different event types for each, but you can't select Service Issue vs Service Issue Resolved.
You can create the e-mail rules to process that within your Outlook or Exchange.
