Windows 10 slow start svchost.exe PID 4300 does not complete Read Meta Data

I will be very grateful if someone can help solve this problem as this is a family member's machine and I don't know how long this has been going on. Any Disk Image restore will require a number of software updates and data downloads, including one involving on-line hasp security.
The laptop takes 5-6 minutes to load Windows. I have done all the usual sfc /scannow, chkdsk, DISM, AV checks, but have found no problems.
I then tried SysInternals Suite using ProcMon.exe.
About 5 minutes into the launch, it shows svchost.exe starting a series of 7 operations for PID 4300
Nos 1-6 are successful.
No 6 = C:\Windows\System32\config\systemprofile\AppData\LocalLow\Microsoft\CryptnetUrlCache\MetaData Operation 'CreateFile'
No 7 = Operation NotifyChangeDirectory to Read Meta Data, has a duration of and is finally Cancelled.
I think this where the problem lies, but have no idea what this relates to, or where to go from here.
