Why "Highlighted Content" WP does not have "See All" link at far right when using custom KCL query?

We use a custom KCL query for our Highlighted Content webpart that refines on managed properties. Initially when this was formatted, the webpart allowed the ability to toggle the 'see all' button on. We recently noticed that this is no longer the case.

Instead, the see all button will only appear when using a filter instead of the custom KCL query. Was there a change? Is this expected behavior?

    According to my research and testing, unfortunately, the "See all" link will disappear when we add the custom KCL query. And there is currently no out-of-the-box feature to display it, it is default.

    @Yanli Jiang - MSFT - thank you for your reply. Was there a recent update that changed this functionality? We have been using custom KCL queries since July and the see all button appeared based on the number of items chosen to display.
