Using Get-LocalUser, I do not get that user like
S C:\Users\Administrator.WIN-CRBR62MI7AM> Get-LocalUser -Name "test11"
et-LocalUser : User test11 was not found.

Get-LocalUser -Name "test11"

But using such user account, I can make use of Telnet, to send out the messages with a success.
I didn't ask you to supply the "-Name 'test11'" on the Get-LocalUser. I wanted you to report whether or not the user appeared in the list of all local users on that machine (which will be the result of running that cmdlet with no parameters).
I'm assuming you're running the Get-LocalUser on the machine that is the one you're connecting to with telnet. Is that correct? If you try to log on to that machine from its console using the "test11" account, does that work?
