Can I choose selective organization to combine as multi-organization (Azure DevOps)?

Can I choose selective organization to combine as multi-organization in Azure DevOps?
In Azure DevOps organization settings --> billing --> Configure user billing. If i choose multi-organization, It combine all organization in subscription. OR can i select particular list in organization.
