I cannot create a new Web App: from the home page I've opened the resource creation page. I've selected Web App creation and the page still loading and nothing appears. 
Opening console log I can see: 
I've tried from Chrome, Edge and different computer, but I have the same issue everywhere. Thanks a lot

Unfortunately, I couldn't see your images, but it sounds like a portal issue. I personally have rarely seen issues with the Create Web App page? If the page is failing to pull in your resource groups, you can use F12 to capture a network trace. If you're still having this issue, please let us know down below; however, as another workaround you can always use the Azure CLI az webapp commands to create your app services.
