because i checked the iis logs. it doesn't make any ews call

Exchange 2007 introduced EWS , so Outlook 2007 should use it depending on what you are attempting to use:

I am using above 2007 exchange server. in outlook latest versions in iis logs i am able to see it is calling ews\echange.asmx url. but for 2007 its not calling. and for autodiscover.xml in iis logs it have olny client id in the cookie field
Dont know if that will show up in the autodiscover xml in outlook 2007.

i am checking https://social.technet.microsoft.com/wiki/contents/articles/38044.exchange-how-does-autodiscover-service-work.aspx it is working properly on 2007 outlook. (they said ews call will confirm login)
yes, but can I ask why? outlook 2007 is completely out of support and is not supported against any version of exchange currently supported.
